i had to do the ride level relearn on mine and when i did the headlights were WAY too high. at 25' back(roughly) my headlight line was way higher than previous and i still have to go down a little more still. I went down about 8" and it needs to probably go down another 2"

Yes that seems to be a fair assumption. It literally bolted right in. Same footprint and even the roof curve is the same. No modification at all when mounting the light

seems like a really dumb safety issue. imagine youre out at night and can't go anywhere because your headlights aim down... Default should be normal level...
