I did have to pay tax to the dealer, they said their title company requires it and it’s just their process. Given I now have learned this isn’t rare I went with it and will just have to stay on them for the refund check.

Thanks. Yeah it is a large dealer they seem legit. The buyers order they sent wasn't super detailed but the tax was the only thing that stood out the rest seemed legit, I'm dealing over phone and email so it's more difficult. Knowing that this practice isn't crazy it does seem it may be standard...
