looks more like a cut...probably a manufacture defect...the machine making that one probably had a jam or a misfeed...take it to the dealer and have them order you up a new one...

When I had my 4Runner i ran a set of Toyo Open Country AT3... all in all they were a excellent tire, quiet on the road, great on wet roads, good in snow ( they are triple peak rated ) also with some airing down did great at the silver lake sand dunes... on the trails they were second to none...
A seat or body shake would generally indicate a possible driveline problem or rear end...while a steering wheel shake would indicate a front end issue as mentioned before...hopefully the dealer is road force balancing the tires...tires have been known to have a bad belt that will throw off the...

A shop that does SIB would probably be able to remove the tiedowns and plugs...depending on when your order was placed it may or may not be to late to change things...good luck
