The outer shell does snap on over the cap, It might be removable without cutting it but it would take some doing. So when you use the key to remove the cap, just the cap portion comes off but the assembly stays in place. I guess with a screwdriver and a good bit of time you might be able to hack...

Yes I have one on my 25 RR. It works great. For me I was not worried about people stealing fuel. I was more worried about some moron pouring water down my tank.

Update, Raptor is back in action. The issue was some kind of traction sensor near the rear end was not fully latched from the factory and it came loose. The tech said he pushed it back in and it snapped back into place. Crisis averted.
