Flat towing ability

It seems that the 24 Rangers can not be flat towed but the 25 Rangers will be able to flat tow. What did they change? Is there an update to make the 24's flat towable? They are using the same motors and transmissions to the best of my knowledge.

I heard that 2024 was the only year that was not flat towable. We had covid supply shortages, then a new model, then a strike. Ford couldn't get the flat toe to work in time for launch so it was scrubbed. No update for 24's that I am aware of...besides trading for a 25
