Has two plates with bolts that use the threaded holes you mention. I have one for sale (Cant ship, already assembled) but it's a simple install and a decent product. Sucks to put together. I had to remove it as it didnt allow me to keep my plastic bin and a suitcase (I travel a lot for work)...

I added an outlet in my new house, they made it so easy with a surface mount 1900 box. I just knocked out a 1/2" added 10' of EMT, another box and done. I just unplug it when I want to drive the car. Also mounted my 1.25a on the wall and a hook for the cord when its not in use.
