Correct. The way it's designed means the filter sits on the housing on its rubber seal and any suction pulls it down slightly. I think OP is fine but good catch.
Don't bash on China. Ford gets what they pay for. The Chinese make anything your heart or factory desires. At whatever quality you need and can PAY for.

First failure was a loos connection on harnes to driver module. Continued intermittent failure and pressure drop outs were all caused by the diesel fuel water...
It goes: low pressure from tank to fuel filter, fuel filter, directly to high pressure pump that's on the engine block. All diesels require ludicrous high fuel pressure to atomise the diesel in the injectors. the issue is 100% confirmed on the low pressure side.

It's possible it's not seeing enough pressure so it keeps it active. The readings I'm getting on the prime procedure are between 140-190 kpa and in operation 500. It's detecting low pressure but I have no idea why.

Problem is this is a brand new fuel Pump assembly and pump. Unless the damage to the driver unit has caused this one to start burning out or something.
I did also test the function of both pumps when I realised the driver was loose. Both worked fine and didn't make this...

Listen to the fuel pump motor now... This is the brand new fuel pump assembly with new motor..

The clamp ring was fine but the quick connect side where the rubber pipe is press fit/pinch fit, gave up. So it was blowing turbo charge before it managed to get to the intercooler. Had engine check light and somewhat of a limp mode. It had to be replaced with new and I expect it to happen again...
