Alberta is a province within Canada, other provinces may have different legislation, I'm pretty sure Ford doesn't want to build 13 different base trucks, no more than they would want to build 50 different base trucks for the US.

They are mandatory here in Alberta Canada, but are not included in the base, must be added on.

You may want to check with the local authorities, some places they are mandatory.
