120 Volt plugs any trick to get them to work?

I just went outside to do the nightlight thing, plugged it in both the rear seat plug and the in bed plug, weather one works, I then checked both out with a tester, still nothing, is there a switch somewhere the needs to be turned on to get power to the outlets?
