Side fender vent squeak

Wondering if anyone else has a loud squeak coming from the passenger side fender vent. (outside, plastic vent, just behind front wheel) When I take the vent out and pull on the bottom of the opening, it replicates the squeak. It is constant and loud on roads that aren't smooth.
There's a foam block running vertically on the inside of the vent "cavity". Not sure if this is the culprit.

Black duct tape around the edges will squeeze fit the vent and prevent movement./noise ....................or get some new foam
