Outer wheel liner in 2025 Lariat

I partially removed the felt outer liner on the drivers side to install wiring for lights. I pulled out the bottom up to just past the side marker. Now, I can’t get the liner to push back inside the fender, it is about a 1/4 to 1/2 inch out. The sticking point is almost from the side marker down about 6 inches. No matter what I do, I can’t get it back inside the fender far enough.
I know this might be a tough problem to respond too but I am at a loss as to what could be holding it up. It is lined up from top to bottom so it should just push right back into place, but I’ve worked on it it for an hour and no go. If someone has experience with this, I could use a suggestion on how to overcome this annoying issue. TIA.

Perhaps snap a photo for reference, I've had the front liners in and out quite a bit and am pretty familiar with the design/construction

The push pins were added after the fact as I had to drive it and didn’t want it backing out on the road. This is as far in as I can get it before pins.

You may try to remove the 3 black trim clips shown on wheel arch to get some more room in that spot
