What are these RIVNUTS for?

Just above the silver valance there are two 6mm rivnuts in the cross member . I am guessing they are for an option not found on my XLT. I am thinking about fabricating a license plate bracket and attaching it there.
there are SS screws in the picture to make it easier to see what I am talking about

If I'm looking at this picture right, I think that's where the active cruise control radar module goes

This is what's on my Lariat. Is the black square the cruise control radar module.
