Is it on both sides (driver side & passenger side), or just on one side (which side)? Mine is only on the driver side; and I have a lot of road noise coming from the rear passenger side, so I wonder if this insulation (which is missing on my passenger side) would quiet down the road noise...

I don't know about 'how much room' there is when I turn; but there is no rubbing at all. There's about 1/4" clearance between the steering knuckle and the inside tire sidewall; so anything wider would probably not fit with these stock wheels (+55 Offset).
