Was the top of the bolt, the bolt head in the top of the damper still able to spin freely?

Closing the loop, the dealer had the truck for a few hours, they extracted the broken bolt under warranty, put in a new one. Also they scheduled uber pickups both ways for pickup/dropoff which was convenient (would've cost about $75 total).
