You should clarify if those were claims which were submitted and then bounced, or if the service mgr just refused to warranty them. Doesn't sound like bounced claims to me

Too soon to tell, but I wouldn't expect any real world change. Driving habits will affect mileage more than the tune. Of course right after installing it you are gonna put your foot in it to try it out (I know I did!)
