Hole in driver side fender liner? But why?

So tonight I was looking for how I was going to mount my KC rock lights in the wheel well. No big deal.

But on the driver side there’s a cut hole in the fender liner I can’t make sense of. It’s clearly an indentation for the upper control arm to travel in to, but why the hole? And why not the same hole on the passenger side? Any ideas?

Can any US based RR owner take a peek in their driver wheel well? Tell me if yours has an "inspection" hole?

usually holes like that are for access to something. What is directly above the hole?

I went to the dealer and the regular Rangers don't have this 'feature'

Just checked mine...has the hole, driver's side only...weird!
