Beware of this guy selling VIN locked tuners

I have been dealing with PayPal They are favoring the seller EBay washed there hands and was told to report this to your financial provider and closed the case. You can't talk to AI I keep asking for a Human to talk too.
The person that sold it lives in Rio Rancho , New Mexico

eBay used to be very buyer centric, but it seems this has changed. I bought an expensive mountain bike part recently and it looked good on the outside but was clearly damaged and the only recourse I had was asking for a refund. When the seller (shockingly!) simply did not respond, eBay just closed out the case with no resolution.

Sounds like a very similar thing on your end, but this guy is even worse as his sales are fully fraudulent.
