Beware of this guy selling VIN locked tuners

From my experience the Ebay resolution process is automated and suggest communication between seller and buyer, which in this case has already happened. For my experiences like not getting what's listed for sale, I've disputed the charge and the bank does their thing.

FWIW, I never buy high-ish value items from sellers with a feedback score lower than 250. (As an aside, I won't sell high-ish value items via "Buy it Now" or "Best Offer" to anyone whose feedback is less than 100. And I won't finalize a sale to anyone with a feedback score of less than 100 unless the payment has been sent and confirmed. Been screwed a time or two as a new seller.)

In this particular case, wow, the feedback %-age of the seller is awful (97% positive is the lowest I go when buying from someone).

Anyway, OP, eBay is pretty good at getting your money back if the eBay process was followed regardless of what payment method was used (I've had positive experiences as both buyer and seller). But if payment was processed outside the eBay system, then eBay won't help (and eBay can ding/ban both buyer and seller).

I bought one and it was VIN locked to another truck I returned it and he did not refund me my money .
He is probably on this forum

Good thing you were able to go back through eBay or your CC company to get your purchase price refunded and reported him as a fraudulent seller.

I have been dealing with PayPal They are favoring the seller EBay washed there hands and was told to report this to your financial provider and closed the case. You can't talk to AI I keep asking for a Human to talk too.

This seller has likely committed a fourth-degree felony under New Mexico law, punishable by up to 18 months in prison.

You should report him to the NM Attorney General. Odds are, not much will happen. But it’s always possible something will. You may not get your money back, but wouldn’t it be sweet for a cop to pay this guy a visit?

The eBay dispute system that once gave the benefit of the doubt to the buyer has reversed course in recent years as has PayPal's.
I deleted my eBay account 4 years ago and PayPal will be next. F*ck them and everyone like them!

I haven't used ebay in 10+ years. Sad that has changed. The arbitration/dispute system is what gave buyers trust in using ebay and gave it a large user base. If that is gone now there is no drive to gamble on potential scammers or genuine sellers. Sad this happened to you.

I found with Paypal it matters if you have a cash balance in your account. I've always kept a decent cash balance, and I've been a Paypal member for close to 20 years. In that time I've had 2 issues which they took care of immediately in my favor. The first one took 5 minutes on the phone and the latest one just a couple weeks ago took less than 12 hours through their online dispute system. The first one, when I spoke to a rep, she actually mentioned my balance in a positive way and I don't recall exactly how the conversation went but I remember being treated as if I were pretty important, and my issue was resolved in my favor immediately.

Fair or not, when you have a cash balance you go to the front of the line, and I do recall the rep saying something to that effect. Being a longtime member may help also.
