Yes if they have a good body shop person. Anyone can install them but a body shop person would have more experience than say a mechanic.Can the dealer put them on properly?
^^ THIS ^^I would maybe look for a local vehicle wrap shop, see what they would charge to install them.

The coating can be buffed off in the area where the decal will be installed and it’ll adhere fine.Rufus
I had my RR ceramic coated the day after I picked it up. Just recently I saw a decal I liked much more than the stock and was going to pull the stock decal, clean and then install the newer (and a little larger) decal.
I had a feeling I needed to check with my detailer before doing so and I’m glad I did. My detailer told me if I installed a new decal over ceramic coating it will not adhere properly and would lift.
So much for replacing.

IMO, if you are going to do aftermarket decals, make it different. Why be like the other RRs? I don't know what the winter camo would look like, but probably more interesting than stock decals.I’m not sure what I’ll do in terms of details. I might get the stock Ford stuff, but I’m also trying to think creatively with winter camo or Code Orange.
