FordPass activation denied

Tell how to see this, I cannot activate this. What is the secret? Yes I have the FordPass app but have not seen this. My dealer can I cannot.

They got lucky and someone in the truck saw the activation request and accepted it.

It's likely a liability and surprising that Ford isn't a lot more restrictive with how this is implemented.
