Hole in the fender liner - any known purpose?

There is a largish hole in my dr side fender liner. It appears it was made that way.
It is directly beneath the fuse block. Seems odd to allow road spray to hit that area.
I don't see that it's needed to access anything.

Had to go see if mine has the hole. It does. Now, I'll see about plugging it to keep out mud and crap.

It's probably there so Ford Tech or whoever has to access top of shock area.

My 2026 also has this, so seems “normal”. I may also try and figure out a way to cover it. Seems unnecessary. Passenger side doesn’t have any holes

I patched it with Eternabond tape on both sides.
