Pivoting Rod Hidden in Tailgate?

What does this do? It looks like it latches then can pivot up but might require more force than I was willing to use without knowing what it is. Looks like some kind of hanger? Didn't see anything in the owners manual other than a bag holder but it didn't look like this.

is that the rod that makes the tailgate lower slowly and lift easier?

It's a torsion spring to help you lift the gate and assists the dampers with you drop the gate.
It's under tension, don't fool with it.

It's there to put torsion on the steel tailgate. It's why the tailgate doesn't feel as heavy.

With the torsion bar, how do you go about removing the tailgate? I know how to do it generally from other trucks. Just not sure what to do with the torsion bar on the Ranger.
