J-Braces back in stock at Ford.com

Am I missing something as to why some people are paying for these and some people are getting it done for free? I was told it was a customer satisfaction recall and I didn't have to pay for anything if I wanted it done.

I've read about a few people getting them for free.
But for most you had to buy a topper from Ford to get the j-braces free and installed for free.
