Why shutters on air to air?

I see them in there..seems to only be on air to air...So they close when to cold? Thought that was the ideal cold air! I have 2.3 it seems to get better fuel mileage in warmer weather..just did trip to Texas Temps were 50 left Illinois..Texas was50 to 70 got 23 25 mpg come back to Illinois Temps were colder 30 when left got 20 when got home mpg 23 running 70..75 most time...when stop get gas last time looked down there they open...BUT was shut off.

They active grill shutters close at speeds about 50+ also depending on coolant temp and yes there're for better mpg's.

It helps with warm up and keeping the engine temps at optimal temp in cold weather. Also helps on the highway when you're only pulling vacuum and not boost.

When it's -20°F, you need them... like where I live.

I'm sure it's a carryover from the EU models.
