Anyone’s windshield wipers, specifically passenger side, go down incompletely? Just noticed it doesn’t go down all the way when it’s on. Eventually it’ll go down completely though.

Yes, I noticed the same thing on my European Raptor.
If I put them in AUTO mode they stay like that, if I put the control on 0 they go back down.
I don't know if it was like that at the beginning, I just noticed it a while ago.
Is everyone affected and is this the "normal" operation?

I noticed this too on The Topher’s latest Ranger Raptor video where he’s driving in the rain and using his wipers on intermittent mode - the wiper blades only went fully home when he turned them off. Seems to be normal for some reason?

When using wipers it sits there at that position. When not it goes down. Bronco does this too.

They are designed to do that, this way they wipe faster when it the upper position.

That's good to know, I thought it was a malfunction.

That has been around for years. I had a 1975 ford custom 500 car that did that. Usually when you have wipers that store below the hood it does that.
