My brake pedal gets hard and doesn't move after 1-2 pumps after turning off the engine.it’s power brakes and the power goes off
so go out and pump your brakes when the engine is off
that Is what it should feel like.
You can still stop as you can pump the brakes
i do not see anywhere in the brake recall that it mentions or alludes to squishy brakes

Description of the safety risk, including crash, fire, death, injury:
An unexpected loss of brake boost while driving can result in increased stopping distance, which
increases the risk of a crash. If a loss of boost occurs during an ADAS request for braking, this can
increase the risk of a crash.
the only time if had a vehicle that you pushed the brake pedal to the floor without resistance was when I didn’t bleed the brakes properly.
