It's because Ford sets the number of hours it will pay for the work to be done. If they pay 2 hours, but it takes 4 hours, the dealer 'loses' money. Of course, dealers won't complain if Ford pays 4 hours, but it only takes 2.I had a friend who worked at a Dodge dealer and he told me stories of people getting upset because their car had to wait for warranty to be done first. He told me warranty work always get a priority. Plus, warranty work is billable work to the manufacturer.
Maybe that has changed and Ford sets warranty aside like you said
